If Form 1116
'ForeignTaxCrCarrybackOrOverAmt' has a non-zero value and
'ForeignIncmSection951AInd' is not checked and 'ScheduleBNotRequiredInd' is not
checked, then Form 1116 Schedule B must be attached at the form level.
